DISC partners with NuParadigm to convert building documents to digital images for City of St. Louis
The City of St. Louis - Building Division had a wall-to-wall room of paper. An estimated 500,000 building and demolition permits were stacked floor to ceiling. The City had implemented NuParadigm’s DataFlow software to handle its document management needs, so when the City decided to back scan the permits, they requested assistance from NuParadigm.

NuParadigm decided to outsource the project, and after bidding the task to several St. Louis companies, Document Imaging Systems Corp. (DISC) won the bid. The task included picking up the boxes of documents from the City, scanning each document, indexing the documents, burning the files to CD and sending the data to NuParadigm for inclusion in the City’s DataFlow database.

Each week, DISC picked up more boxes of files from the City. By the end of the project, DISC had processed 160,000 pages, which are now in the City’s document database. The system design and the quality of image processing and indexing have made NuParadigm’s and the City’s project a success, eliminating thousands of pounds of paper, yet ensuring archival and easy retrieval of any document.

Tena Combs, NuParadigm Implementation Manager, worked closely with DISC. “DISC was extremely customer friendly and worked with our clients needs,” she said. “There were no errors in the document types or indexing. They did their due diligence work upfront in learning the system, and their quality assurance was top notch. Our client was very pleased.”

At the post-project meeting, Denise Carnes at the City of St. Louis praised DISC’s service. She said DISC picked up boxes exactly when they said they would, and when a certain document was needed, DISC faxed it immediately.

“Overall, the Building Division was very pleased with the service, the quality and quantity of work completed and the timeframe in which the work was completed,” said Combs. “We will use them in the future.”
